MINUTES OF SELECTMEN MEETING – November 13, 2017 5:00 PM

Ed discussed further the Police Department radio issues. Ed is still waiting for pricing.
Classification Hearing: The Board unanimously approved one tax rate amongst the four property classes for FY2018.
Scott Burghoff continuing the discussion from last April on the Town of Tolland discontinuing Beetle Rd. from 117 Beetle Rd to WPOA’s property line (mailboxes). In April the Board of Selectmen requested plans from WPOA for the relocation of the bus turn around and a “right of easement” for the Tolland residents located at 4 Meadow Drive.
WPOA stacked out a 50 foot diameter area for a “turn around” off a located pin. This diameter included the pavement. Ed contacted Lane Construction for their recommendation. Lane stated that they have done them with an 80 foot diameter but prefer a 100 foot diameter. Scott stated that the “turn around” is not intended to be used for safety vehicles. The board requested that Scott contact the school district to get clarification as to what the school bus would need to turn around and to verify if the school bus stop location would need to be relocated.
Scott presented the board with a draft copy of a “right of easement” for the residents of 4 Meadow Drive.
Scott will meet with the board in a couple of weeks to discuss further.
The Board of Selectmen will contact WPOA and request the following:
- Tolland would own Beetle Rd from Colebrook River Rd to the surveyed (east side) property line of 117 Beetle Rd
- Easement signed by the resident of 4 Meadow
- Property surveyed.
Trade property located behind the PSC
DPW would be able to turn around without WPOA constructing a “turn around”
Marc LaVasseur of Foresight Land Services reviewed the Colebrook River Road – Bridge Alternatives Analysis.
Alternative 1 – No Build
Alternative 2 – Repairs and rehabilitation of failing elements
Alternative 3 – Complete removal and replacement of existing crossing with pre-cast concrete structure
Alternative 4 – Complete removal and replacement of existing crossing with structural plate/steel/aluminum span
Marc will be moving forward with Alternative 4. Project projected to start in March of 2018. Colebrook River Road will be closed for approximately 2-3 months.
